I think you made some excellent points. If any money given now is in expectation of change in the country, then we're being unrealistic. That requires a greater attention span than the American public is capable of offering. If it is given simply to lessen the immediate suffering, then I think it has some potential, but it could also be a complete waste without careful planning and attention.
